Training Manager, Public Safety

The Manager of Training (Training Manager) is a critical role within the Department of Public Safety (DPS). Under the direction of the Specialized Services / Administration Manager, the Training Manager is a uniformed (optional non-uniformed) and armed position that administers, oversees, and coordinates the activities of the training component of the Department of Public Safety. The stated goal of the department is to deliver world class security service, in accordance with current policies, procedures, and established objectives. The Training Manager will be responsible for reorganizing the training curriculum into a modular program with emphasis on leadership, customer service, tribal public safety functions, corporate security, and enterprise wide security awareness program.
The Training Manager is responsible for the effective management and success of their assigned component; accountable for consistently delivering exceptional leadership of their teams and value to the organization. The Training Manager will ensure their team members understand and serve the purpose and vision of the organization, and reflect the team's core beliefs.
Essential Duties & Responsibilities
Plan and manage processes and practices for new security functions to ensure alignment with San Manuel business and community goals and objectives.
Manage the development and implementation of a robust training component for the enterprise, housed within DPS.
Develop training programs for DPS and related Casino and Tribal departments; emphasizing leadership, customer service, corporate security, casino security operations, patrol operations, and enforcement of state, federal, and tribal laws and ordinances.
Develop training schedules in conjunction with the needs of DPS, Casino departments, and Tribal departments; working with stake holders to determine training needs.
Equip the Training Staff to deliver outstanding training products/facilitation to stake holders and associated team members.
Administer training programs that build positive relationships with all internal/external customers which fosters a culture of process improvement and continual learning.
Analyze the needs of all related San Manuel entities and provide curriculum that responds to a fast paced and expanding business environment; align training goals and plans with the strategic vision of DPS, Casino, and Tribal organization.
Coordinates with educational institutions, training centers, and related organizations to provide additional training opportunities for DPS employees.
Identifies gaps in controls, processes and policies.
Strives continuously to ensure their direct reports continue to develop professionally.
Develops strategic goals, including both short and long-term business objectives.
Understands, applies, and ensures the department's compliance with established professional standards, directives, approved procedures and policies, applicable federal and state regulations along with Tribal ordinances and all Indian gaming related regulations.
Ensures positive working relationships within the department and with Tribal members, Tribal staff, casino and gaming management/employees, as well as with local law enforcement agencies.
Effectively manages their division's budget.
Represents the department publicly and serves as a key representative of the Department of Public Safety's services to internal customers, vendors and visiting patrons.
Interacts with a variety of individuals to establish and maintain effective public relationships.
Deals with the public courteously in order to establish and maintain effective public and customer relations.
Analyzes situations promptly and accurately; quickly adopts prompt, effective and reasonable courses of action with due regard to surrounding hazards and circumstances.
All DPS roles that require non-uniform and/or concealed carry of firearms, must comply with all California State Law, BSIS guidelines, and all DPS policies related to the use of firearms.
Supervisory Responsibilities
Directs and supervises assigned Public Safety personnel. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Bachelor's Degree from an accredited institution is required. Related disciplines include Security Management, Administration of Justice, Public Administration, Organizational Leadership, and Education.
Knowledge of California Bureau of Security and Investigative Services (BSIS) policies and procedures is a plus.
Must have at least five (5) years recent experience with a law enforcement, security, or educational organization; with at least two (2) of these serving in a responsible leadership position.
Formal instructor certification in law enforcement and/or security management functions is highly desired; the ideal candidate will have a balance of training management, law enforcement, and security experience.
Expertise in developing, planning, implementing, and assessing training programs.
Experience building relationships across organizational lines.
Must have experience in curriculum development, administration of class room instruction, development of on-the-job training programs, and training program evaluation.
Very strong organizational, communication, and project management skills required.
Must be able to read, speak, and write intelligently in the English language. Bilingual abilities are a plus.
Must have documented, verifiable experience in drafting policies and procedures for an organization of comparable size to the San Manuel Department of Public Safety.
Knowledge of criminal law, gaming, Indian gaming and casino related operations, criminal investigation techniques and related vicarious civil and legal liabilities such as; public law 280, search and seizure, use of force, lawful detention, probable cause is a plus.
Knowledge of adult learning methodology and applications to classroom and on-the-job training programs. Ability to develop train-the-trainer courses.
Knowledge of leadership and management principles and methods related to administration, resource and records management, compliance measures, operational command structures, and equivalent executive and senior executive positions.
Knowledge of the security and/or educational industry and developed relationships with a variety of professionals is highly desired.
At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license.
A qualified candidate/employee must have a valid driver's license with an acceptable driving record as determined by the company's insurance carrier.
Ability to obtain and maintain a valid BSIS Gun and Guard Card.
Must comply with all current requirements set forth by the California Bureau of Security and Investigative Services (BSIS) for armed security officers within 120 days of employment.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
