Vice President Procurement Services

The Vice President Procurement Services will lead all activities for planning, developing and optimizing the performance of the: Strategic Sourcing, Procurement, Fleet Management, Wardrobe, Receiving, Inventory and Warehouse functions. This position provides management and leadership to all Procurement Services teams for the San Manuel Band of Mission Indians (SMBMI) and affiliates, and has overall responsibility for drawing synergies across divisions, bringing enhanced standards of excellence and leading innovation throughout the organizations spend and standardization. Primary focus of the position includes developing and championing the vision, mission, and guiding principles of the Departments within Procurement Services to plan for and achieve targeted outcomes aligned with SMBMI goals and objectives. The VP Procurement Services will aid in developing the strategic goals that impact financial statements and translate them into tactical plans, as well as provide leadership to ensure goals are attained.
Essential Duties & Responsibilities
Partners with San Manuel's business leaders on strategic sourcing initiatives, leveraging procurement best practices and strategies to ensure effective implementation and execution.
Supports business initiatives for a range of categories including facilities, marketing and advertising, information technology, and, gaming products and services.
Leads a critical contracts formation and management function, assuring that contract business terms including SOWs, SLA's, performance and incentive plans are robust and actionable. Partners with internal Legal resources to assure legally rigorous and enforceable contracts.
Manages supplier performance including scorecards, internal metrics and benchmarks. Ensures that key suppliers achieve continuous improvement from a strategic perspective including lead time reduction, schedule and product flexibility, quality improvement, and cost maintenance on a year over year basis.
Develops, manages and optimizes an organization-wide automated P2P system.
Responsible for overall procurement strategy and for increasing spend under management, identifying and evolving best practices, and transforming the organization to become a center of excellence.
Strategically lead warehouse operations including: shipping/receiving, equipment operations, supply levels, vehicles, warehouse optimization and inventory accuracy.
Develops Key performance indicators to measure and improve safety training and inspections, inventory turns and accuracy, breakage and loss, audit results and staffing levels.
Oversee logistics to find improved ways to purchase, store, and transport appropriate stock to balance meeting customer needs while mitigating risk.
Create standard operating procedures and departmental policies to champion Wardrobe operations and ensure highest standards in guest service, uniform quality, fittings/alterations, and inventory levels.
Create an effective strategy and lead the execution of a centralized Fleet Management program that achieves the organizations goals of safety, quality, operational/cost efficiencies and standardized operations.
Champion the selection, construction, and implementation of a fleet maintenance system and support operations to monitor and track 1) vehicle safety and compliance 2) vehicle purchasing and standardization 3) fuel purchasing 4) parts purchasing and standardization 5) vehicle maintenance and warranty programs 6) asset management and vehicle inventory tracking.
Assist the information technology department's to engage and contract with suppliers. This assistance will be both transactional and strategic in nature and includes but not limited to support for vendor negotiations, contract formation, and supplier management.
Build the Procurement Services departments by recruiting, training and developing a progressive team that will draw synergies across Tribal and Casino divisions and departments creating a model of excellence.
Supervisory Responsibilities
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Bachelor's degree in Business Management, Economics, Finance or a related field of discipline. A Master's degree is highly preferred.
Minimum of twelve (12) years of experience with demonstrated expertise and performance excellence in procurement management and contracts negotiation/management.
Minimum of eight (8) years supervisory experience required.
Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of degree requirement.
Must be culturally competent and effective in a multi-cultural environment.
Effective at presenting information and responding to questions and/or concerns from management, staff, customers, public groups, regulatory agencies, and/or the Business Committee.
Strong leadership and people management skills required with good motivational and collaboration emphasis; communicates change effectively, overcomes resistance and builds commitment.
Advanced knowledge of P2P process and systems technology.
Demonstrated analytical, organizational, strategic, and planning skills.
At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license.
A qualified candidate/employee must have a valid driver's license with an acceptable driving record as determined by the company's insurance carrier.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
