Senior Construction Buyer

Summary
The Senior Construction Buyer position administers the procurement functions for Real Estate and Development (RE&D) - which includes formal bidding and complex procurement methods that require a high degree of experience, knowledge, professionalism, and administration. The Senior Construction Buyer manages the sourcing of goods, services, and projects for the spend portfolio including, but not limited to: construction services, capital equipment, maintenance services, architect/engineering services and FF&E. Activities include leading cross-functional project teams, executing sourcing strategies, and driving supplier relationship management.
Essential Duties & Responsibilities
Partner with RE&D and Business Partners in developing and maintaining construction sourcing strategies from discovery through contracting ensuring fairness and objectivity throughout the entire process
Represent Sourcing & Procurement in the development of RFI/RFP/RFQ package for RE&D needs, supplier assessment criteria and supplier selection, ensuring compliance with company policies and procedures.
Solicits bids and proposals, conducts pre-bid meetings and/or job walks, evaluates and analyzes supplier responses (including complex supplier proposals), negotiates and makes award recommendations to RE&D for supplier selection.
Build and maintain vendor/contractor relationships with the objectives of eliminating inefficiencies in the supply chain, reducing total costs, increasing productivity and expediting production of orders.
Negotiates adjustments with vendors involving replacement of equipment or goods not conforming to purchase specifications, cancellations/terminations of contract and/or purchase orders, and preparation of contract amendments and/or change notices as required.
Reconciles purchase orders, investigates any discrepancies, ensures corrections, deposits and/or credits are made with the vendor and/or Accounts Payable.
Work with RE&D and Business Partners to collect feedback, understand risk and issues for in-flight projects.
Has the ability and knowledge of construction projects to effectively represent the department in meetings with management, operations, vendors and construction team.
Education/Experience/Qualifications
Bachelor's degree is required.
A minimum of six (6) years of professional work experience with direct hands on experience managing and executing sourcing and contracting activities for Construction is required.
Senior Construction Buyer must have strong organizational, customer service, and negotiation skills.
Ability to work cross-functionally, seek guidance when required in a matrix, customer-oriented environment. On the job experience negotiating construction contracts and supplier management. Positive communications skill, high energy level, continuous improvement mindset, and a sense of urgency are all integral to the role.
Ability to leverage data and analytics to support use of alternate providers, vendors or solutions wherever appropriate.
Excellent team interpersonal skills and ability to handle multiple sourcing assignments while providing superior service.
Understanding of fixed fee, unit cost, time and materials not to exceed, cost plus fee, cost plus fee with a guaranteed maximum price contract pricing methods
Physical ability to safely navigate a construction site.
Familiarity with specific AIA documents such as A102, A102, A201, A133, B101 and B102.
Experience with procurement strategies including bundling, strategic alliances, JVs, CM at risk, agency CM
Experience in utilizing performance incentives and shared savings to encourage and reward expedited outcomes.
Familiarity with construction commodity and labor pricing a plus.
Familiarity with Southern California vendor pool a plus.
Certificates/Licenses/Registrations
Professional Purchasing certification a plus.
At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license.
Must possess a current and valid Driver's License with an acceptable driving record as determined by the Company's insurance carrier.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
