Vice President Accounting

Summary
The Vice President Accounting reports to the Chief Financial Officer, Casino and works closely with senior leaders across the different businesses of the San Manuel Band of Mission Indians ("the Tribe"). This position is responsible for overseeing San Manuel Casino's Accounting functions and its success including, but not limited to financial statements, analysis, general ledger accounting, cash management accounting, tax accounting and internal and external audits. The VP Accounting will aid in developing the strategic goals that impact financial statements and translate them into tactical plans, as well as provide leadership to ensure goals are attained.
Essential Duties & Responsibilities
Directs comprehensive financial, operational and business reporting to provide executive leadership with beneficial information to enable business decisions and drive performance.
Oversee the day-to-day operations of all general accounting, Casino audit, cage and credit, accounts payable, payroll, credit and collections, inventory and fixed assets, and budgeting and financial control functions.
Directs the preparation and analysis of Consolidated Financial Statements, Entity Financial Statements, and Personal Financial Statements (if required) for all San Manuel operating enterprises. Directs the coordination, preparation and review of monthly, quarterly, and annual reports.
Oversees all tax planning and compliance with all required federal, state, local, payroll, property and other applicable taxes. Directs the coordination and/or preparation of tax schedules, returns and information.
Coordinate with the independent auditors to facilitate annual audits, interim reviews, agreed upon procedures engagements and other special projects. Directs financial audits and provide recommendations for procedural improvements.
Ensure compliance with local, state, and federal budgetary reporting requirements. Serve as primary government liaison relative to financial issues.
Stays abreast of trends and regulations to ensure effectiveness and compliance for the finance and function. Help ensure that the company is in compliance with the Bank Secrecy Act and the Patriot Act as it pertains to Indian casinos. Ensures compliance with Generally Accepted Accounting Principles (GAAP) including accounting standards issued by the Government Accounting Standards Board (GASB). Ensures compliance with Federal and/or State Grants including A133 audit requirements.
Direct and analyze studies of general economic, business, and financial conditions and their impact on the organization's policies and operations.
Provide strategic guidance around capital financing options to support Tribe's Casino growth needs.
Assist with all relationships with lending/financial institutions. Works to optimize the handling of bank and deposit relationships and initiates needed strategies for improvement.
Develop and maintain all necessary accounting policies and systems, including general ledger and financial reporting. Ensuring that records are maintained in accordance with generally accepted accounting principles.
Directs cash flow management activities of the company; forecast near-term cash receipts and disbursements
Ensure the accuracy, integrity, and effectiveness of financial records and internal controls; maintain the Tribe's accounting policies. Directs the implementation of internal controls ensuring compliance, including developing and maintaining Company policies and procedures, including the Company's signature authority and travel and expense policies.
Advise the senior management team on the financial implications of company decisions and strategies; participate in the company's financial budgeting and forecasting processes.
Assist in establishing short- and long-range departmental goals, objectives, policies, and operating procedures.
Select, train, develop, organize and motivate a highly qualified and effective team, capable of providing optimum staff support for the organization. The development includes technical abilities as well as leadership and interpersonal skills.
Supervisory Responsibilities
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education/Experience/Qualifications
Bachelor's degree in Accounting, Finance, Economics or a related field is required. A Master's degree is highly preferred.
Minimum of twelve (12) years of experience in Accounting with experience as a Corporate Controller in a multi-entity environment is required, encompassing a very strong foundation of GAAP, budgeting and financial audit. Public accounting and/or public company accounting experience preferred.
Minimum of eight (8) years supervisory experience required.
Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of degree requirement.
Must be culturally competent and effective in a multi-cultural environment.
Effective at presenting information and responding to questions and/or concerns from management, staff, customers, public groups, regulatory agencies, and/or the Business Committee.
Strong leadership and people management skills required with good motivational and collaboration emphasis; communicates change effectively, overcomes resistance and builds commitment.
Certificates/Licenses/Registrations
At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license.
A Certified Public Accountant (CPA) license is desirable, but not required

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
